The Institute of Education remained within the Faculty of Arts, but was located at the Macdonald campus. D.C. Munroe, Macdonald Professor of Education, was its first director.


When the Quebec government appointed D.C. Munroe as Vice-Chairman of the Royal Commission on Education in 1964, C. Wayne Hall became Acting Director of the Institute.
